Set Appliance State:

Set Multimeter to DC Volts 
Reconnect 4 wire connector at fan if you have not already done so

Measurement:
Measure the voltage between the White wire at the fan DC connector (4 wire) and a suitable earth.
As the power is turned on to the appliance the voltage should be approximately 16 VDC or greater.
Voltage will be present for approximately 8 seconds and then the voltage will drop to approximately 1.3 VDC, repeat test as necessary.

Isolate as per TOPs P4
and refit as necessary
