Set Appliance State:

Mains Power Off
Isolate Mains Power to appliance
as per TOP's P4

Measurement:

Check fan is free to rotate and not seized by applying a spinning the cooling rotor attached below the fan motor.
Fan impellor should spin freely with no signs of restriction in it's rotation.
CAUTION: The fan and motor may be hot.
