Set Appliance State:
Mains Power Off
Set Multimeter to AC Volts 
Selector switch to hot water
DHW Temperature selector to maximum
DHW Temperature selector to maximum
Gas On

Measurement:
Ensure the boiler is not in lockout. Take the following measurements when sparking commences.
Measure the voltage across the brown and blue wires at the 5 pin connector on the gas valve.
Measure the voltage across the black and blue wires at the 5 pin connector on the gas valve.
Mains voltage expected.
Note:
The boiler will go to lockout if it does not ignite and will need resetting.
Measure the voltage across the brown and blue wires at the 5 pin connector on the gas valve.

Isolate as per TOPs P4
and refit as necessary
