Set Appliance State:

Set Multimeter to Resistance Set meter to measure resistance
Isolate Mains Power to appliance as per TOPs P4
Remove both white wires from thermostat and make safe.

Measurement:

Check Safety Thermostat (thermostat has a Yellow paint spot identification mark) is short circuit.
Test across thermostat.
