Set Appliance State:

Set Multimeter to AC Volts 
DHW demand from programmer
DHW temperature selector to high setting
Ensure hot water storage vessel is calling for heat
DHW temperature selector to high setting
Ensure hot water storage vessel is calling for heat
Boiler On/Off switch Off
Note:
For ease of access it may be advisable to remove pump plugs from PCB. Care should be taken not to short terminals with probes. The fan connector may need to be slid down off the PCB slightly but should remain in contact with the PCB terminals.

Measurement:
Boiler On/Off switch On.
Reset lockout if necessary.
Allow the boiler to start its ignition sequence.
With the fan running measure the voltage across PCB edge terminal 1 (fan connector) and neutral terminal mains input connector.
