Set Appliance State:

Isolate Mains Power to appliance as per TOPs P4
Set Multimeter to Resistance Set meter to measure resistance
Remove the green or black lead from the thermal fuse terminal block

Measurement:

Measure for resistance across the terminals of the thermal fuse terminal block.
Expected resistance short circuit.
