Set Appliance State:

Isolate Mains Power to appliance as per TOPs P4
Isolate cold mains to appliance and drain and discharge DHW circuit

Observation:

Inspect the flow turbine section of the flow switch assembly it should be free to spin easily, this can be confirmed by blowing through the turbine assembly.
