Set Appliance State:

Isolate Mains Power to appliance as per TOPs P4
Set Multimeter to Resistance Set meter to measure resistance

Measurement:

Disconnect the black leads from the overheat stat.
Measure resistance across the exposed terminals of the overheat stat.
Expected resistance closed circuit zero resistance.
Note:
This is reliant on the assumption that the boiler isn't at an excessive temperature.
