Set Appliance State:

Isolate Mains Power to appliance as per TOPs P4
Remove fan assembly from boiler

Observation:

Visually inspect the condition of the condensing heat exchanger flueways.
Are the flueways clear and unrestricted?

Further dismantling may be required if you suspect an issue with the flueways.
