Set Appliance State:

CH Demand
Disconnect wires for opentherm controls and make safe

Observation:
Does the boiler now respond to a CH demand?
Note:
If opentherm control is fitted there should be a link between the two "ROOM STAT" connections.

Isolate as per TOPs P4
and refit as necessary
