They can control the central heating output and can modulate it to achieve the right heat demand to try and achieve maximum efficiency.
However if these controls are faulty or incorrectly set it can lead to insufficient temperature to the central heating system.
Temporarily disconnecting them makes it possible to diagnose if the controls are faulty or the appliance / other system controls as it is not possible to fault find on these controls directly.
