Observation:
The maximum central heating flow temperature can be limited on this appliance, this can be done for safety reasons or because of operational reasons - for example underfloor heating.
Access the installer/service menu by pressing and holding the tap and radiator buttons simultaneously for 3 seconds and select:
"Settings" > "Limit values" > "Max flow temp"
Is the maximum temperature setting appropriate for the system?

The default maximum is 88°C but it may have been reduced.
