Set Appliance State:

Hot Water circuit drained and discharged
Observation:
Remove and inspect both hot water sensing pipes.
Be sure to check the connections into the diaphragm housing and manifold at either end of the pipes. A blockage or restriction in any of these areas could cause the pressure differential to be insufficient to lift the diaphragm.

Isolate as per TOPs P4
and refit as necessary
