Set Appliance State:

Set Multimeter to AC Volts 
Turn Hot Water Tap On
Gain access to PCB (use Insulation Mat as required)
Selector switch to OFF position
CH temperature selector to minimum
DHW temperature selector to maximum
Selector switch to OFF position
CH temperature selector to minimum
DHW temperature selector to maximum

Measurement:
Selector switch to DHW position.
Measure voltage between pins 5 and 7
at connector A2 on the PCB.
Is mains voltage present?
Note:
The mains voltage should be present for greater than 5 seconds, if the voltage is not present for at least 5 seconds then select the "mains voltage absent" outcome below.

Isolate as per TOPs P4
and refit as necessary
