Isolate Mains Power to appliance as per TOPs P4
Isolate Water and Gas as appropriate

Location:
A water leak has created the fault with the boiler. Repair or replace components or seals as necessary to stop the boiler leaking. Also the water has got into the gas valve and caused it to fail so the gas valve will also need to be changed.
Upon completion of the fault diagnostics carry out final electrical safety tests and checks as per TOPs (C6).
