Set Appliance State:

Isolate Mains Power to appliance as per TOPs P4
Remove combustion chamber cover
Remove burner to gain access to burner injector

Observation:

Check injector for damage/blockages.
If any restrictions/ blockages are found, clean if possible.
Then replace and re-test boiler.
