Set Appliance State:

Set Multimeter to Resistance 
Disconnect plug from flow switch
Disconnect X13 from the PCB
Disconnect X13 from the PCB
Measurement:
Check for continuity (zero resistance) on each of the
three wires running from the flow switch
to pins 1, 5 and 7 on X13 at the PCB.
Inspect the harness and plugs for damage
and good overall condition.

Isolate as per TOPs P4
and refit as necessary
