Set Appliance State:

Disconnect external control wiring and make safe
Insert a wire link to bypass the external controls
Insert a wire link to bypass the external controls

Observation:
Does the boiler now respond to a CH demand?
i.e. Does the fan now run?
i.e. Does the fan now run?
Isolate as per TOPs P4
and refit as necessary
