Set Appliance State:

Set Multimeter to Resistance Set meter to measure resistance
Isolate Mains Power to appliance as per TOPs P4
Ensure timer is calling

Measurement:

Check for short circuit resistance between C3 and C4.
Terminals are on the L/H side of the PCB.
