Set Appliance State:

Isolate Mains Power to appliance as per TOPs P4
Set Multimeter to Resistance Set meter to measure resistance
Remove the fuse from the holder

Measurement:

Measure the Resistance across the fuse.
Expect Short Circuit or no resistance.
