Set Appliance State:
Mains Power Off
Set Multimeter to AC Voltage 
Turn Hot Water Tap On
Gas On

Measurement:
Allow fan to run and ignition sequence to commence.
Test 1: Measure the voltage across blue and red wires at the gas valve.
Expect approximately 120 volts AC or greater.
Test 2: Measure the voltage across black and white wires at the gas valve.
Expect approximately 26 volts AC or greater.
Note:
If burner does not ignite voltage will only be present for approximately 8 seconds
during sparking phase then appliance will go to lockout reset as necessary.
Test 1: Measure the voltage across blue and red wires at the gas valve.
Expect approximately 120 volts AC or greater.
Test 2: Measure the voltage across black and white wires at the gas valve.
Expect approximately 26 volts AC or greater.
Note:

Isolate as per TOPs P4
and refit as necessary
