Set Appliance State:
Mains Power Off
Set Multimeter to AC Voltage 
Gain access to PCB (use Insulation Mat as required)
ON/OFF switch in On position
ON/OFF switch in On position

Measurement:
Measure the voltage between the brown and blue wires at the transformer.
Note:
This is transformer input. Expect the voltage to be approximately 240 volts AC.

Isolate as per TOPs P4
and refit as necessary
