Set Appliance State:

Isolate Mains Power to appliance as per TOPs P4
Set Multimeter to Resistance Set meter to measure resistance
Gain access to the installer connections panel of the PCB
Replace damaged fuse

Observation:

Measure the resistance between L and N on the leftmost connector of the boiler's installation connections.
Expect greater than 1M Ohm.
