Set Appliance State:

Set Multimeter to Resistance 
Measurement:
Test 1:
Measure the resistance between the pump live (top terminal) and neutral at the incoming terminal strip.
Expected resistance approximately 120 Ohms or greater.
(ErP pumps will usually be a MOhm reading)
Test 2:
Measure the resistance between the pump live (top terminal) and the earth at the incoming terminal strip.
Expected resistance greater than 1 MOhm.
(O.L is acceptable because it is greater than 1MOhm)
Are the resistances as expected?
Measure the resistance between the pump live (top terminal) and neutral at the incoming terminal strip.
